District Plan
The Palmerston North City District Plan was made operative in December 2000.
In statutory terms the role of the District Plan is quite narrowly defined as controlling the effects of the use, development and protection of land within the context of promoting sustainable management. Put simply, the District Plan sets the scene in terms of what people can and can't do with their land in the City.

Palmerston North City District Plan is Under Review
The District Plan sets the scene in terms of what people can and can't do with their land in the City.
The City Council has begun a review of the District Plan which was last prepared in the early to mid 1990s. The majority of the Plan became operative in 2000.
Section 79(2) of the Resource Management Act 1991 (RMA) states “Every territorial authority shall commence a full review of its district plan not later than 10 years after the plan became operative.” In Palmerston North's case because the majority of the District Plan became operative in December 2000, the Council is required to commence a review of its District Plan not later than 2010
The review of the District Plan is a significant and long process for the Council. The review phase will look at what areas of the District Plan (eg land use rules, subdivision rules and zoning) require change or replacement.
Through the process there will be opportunities for the public to become involved. Once the District Plan has been reviewed, a new proposed District Plan will be prepared and publicly notified under the RMA. The public will again have the opportunity of lodging submissions to the Council regarding the proposed District Plan.
