Graffiti Removal
For several years Palmerston North City Council has taken a reactive approach to removing graffiti from private property, under certain circumstances throughout the city.
This is based primarily in response to complaints received from members of the community. Council considers that graffiti has an significant impact on how the city is perceived by its residents and visitors.
In terms of tagging on private property, Council considers the most appropriate way to manage the problem is in partnership with property owners. It removes though all graffiti from its own property.
Criteria for Removal
Council removes graffiti under certain circumstances. Namely where the tagging is on exterior walls or fences of residential properties fronting arterial roads, principal roads and collector roads and on any property in the CBD and suburban shopping centres. Examples of major roads are Tremaine Avenue, Rangitikei Street or Fitzherbert Avenue. If the criteria are met, Council will then contact the owner to seek approval before removing.
If a tag does not meet Council criteria the owner will receive a 50% discount voucher to purchase paint from Dulux Trade Centre in Main Street. To qualify for this discount you need ensure your complaint has been lodged with Council.

If you have tagging on your own property or see it on someone else’s property please contact Councils Customer Service Centre on 06 3568199. This will enable the matter to be followed up promptly.
If you come across graffiti on Council property, please notify Council immediately and arrangements will be made for it to be removed. If it’s on other public properties again notify Council and we will contact the appropriate government agency to remove it.
