Renaming of Woodpecker Block
What is the process and timeline for the renaming of the Woodpecker block?

The Reserve and Walkway Naming Policy should be up on the Council website shortly for
detail on the process.
The process involves consulting Iwi, Council officers (City Archivist, Principal Maori Advisor
and Leisure Assets Planner) considering that feedback and the names in the "Naming Bank"
using the criteria for selection and then consulting the general community and stakeholders for
the particular reserve, in this case then Woodpecker Forest. Council Officers then consider
the feedback and any new names, referencing the criteria, and report to Council with
recommendations.
The ultimate decision rest with Councillors.
The background information sheets for consultation with Iwi and the community are being
finalised now. Iwi consultation is hoped to be completed by January and Public consultation
in the February to March period with reporting to Council in April or May 2010. |
Footpath Locations and Lengths
What are the actual locations and lengths of the footpath extensions in the Fitzherbert Ward for 09/10. |
Footpath will be on the west side of Summerhill Drive and will be approximately 130m long.
The work extends the footpath from opposite the entry to Greenwood Place to the gravelled
area next to the intersection of Aokautere Drive/Summerhill Drive and Turitea Road completing
the footpath link to Pacific Drive and IPC.
Also Aokautere Drive on the eastern side between Cashmere Drive and Silkwood Place and
will be approximately 100 metres long |
Walkway Between Titoki Walkway and Cashmere Ave
The steps on the walkway between Titoki Walkway and Cashmere Ave require more lime. |
This job has been past on to council's walkway team to complete. |
Kahuterawa Rd – Trees in road reserve under power lines
When are these trees going to be trimmed/cut down, also dangerous trees in general on road reserve – this was reported 2 ½ months ago – not action to date. |
Given the trees at this location are within close proximity to power wires, PNCC staff are
prohibited from undertaking any maintenance on them. 3+ months ago quotes were obtained
from various tree contractors to carry out all urban street tree maintenance pruning around
overhead wires, and various rural road power wire issues. We scheduled this work for Feb
2010, given the spring growth flush would have slowed and reasonable weather patterns are
prevalent. By combining both urban and rural road areas in the one contract, PNCC was
able to obtain a better overall rate.
Council has made contact with the successful contractors and managed to negotiate at no
additional charge, all rural road maintenance work being moved forward to Nov 09.
This includes the trees around this area. |

Review of District Plan
Suggestion that in the review of the District Plan that a designation for road widing be provided for Church Street between Fitzherbert Ave and Princess Street. Such widening is considered essential to provide space for cycle ways etc. |
The District Plan will provide the opportunity for additional designations such as this.
The requiring authority for such a designation is the road controlling authority, which
in this case is the Council itself. Any designations need to be shown to be reasonably
necessary and funding needs to be set aside to acquire the land in the future.
The suggestion for a designation in this location will be considered as part of the
review of the designation section of the District Plan.

Pot Hole to be Fixed
Pot hole needs fixing on Church Street where it joins Pitt Street. The pothole is near the middle of the road. |

Graffitti on Power Boxes
Concern that graffitti is not being removed from power boxes. |
Customer Services hands off all graffiti reported that is on power boxes to
Powerco for their removal. It is Powerco's property therefore we cannot
remove because of the ramifications involved with electricity and
solvents/liquids (Safety issue). |
Rubbish Collection
Concern that some residents are putting their rubbish bags the night before the collection resulting in dogs rumaging in the bags and spreading rubbish about. |

Access to Broadband
Access by schools to broadband is becoming an increasingly important issue in the provision for IT to support learning programs. Concern about the lack of cooperation by council with inpirenet in enabling fibre optic cable to be laid when trenches are being dug by council as part of its infrastracture program. There will now be no fibre optic cable at Cornstone school and surounding businesses for the next 10 years. |

This area is private land. Council understands that there are talks between

in the area. Have notified land owner of public safety concerns. |

Councillors advised that the audited accounts will be reported to the finance
and performacne committee where there is a opportunity for public to comment.
This would be a more appropriate avenue for the concerns to be raised. |
Redevelopment of the Plaza on church Street
Does the council recoupe the fees from the Plaza for loss of parking during construction? And if not why not? |
Council does not lose any revenue as a result of the Plaza development.
All the leased carparking in the old Ashley Street building has been relocated
to a site off Donnington Street which was supplied and constructed by Kiwi
Properties. Upon completion of the works, these parks will be relocated back
into the new construction with Council still being responsible for their administration
with all revenues still coming to Council. |
Taxi Stand Postion
Top of Princess street from Main Street to Grey Street location of taxi stands outside locksmiths entrance. Concern about access to parking outside the locksmiths entrance particularly when customer use is of such a short duration also there is limiited access by tradespeople to this busienss there is very low use of the taxi stands why arent the taxi stands located near Income Support where it may be more confinient particularly for people with disabilities or alternatively make the taxi stands usage outside normal business hours? |
The locksmith was consulted in person when the Taxi stand was relocated in
that vicinity for two reasons, safety of the
general public who were going to pay at the new pay & display machines and
general vehicle movements. The Locksmith had no issues at that time and
was supportive of the new location - Officers understand they are now showing
concerns. PNCC was eager to completely remove the Taxi Stand, however,
the Taxi companies did not want to have this happen as they suggest the stands
are a good location for Taxi's to park for breaks. |
Pruning at Esplanade and Camping Ground
Concern about the harsh pruning that has occurred behind the section of walkway by the Esplanade from Fitzherbert bridge to the camping ground. Why has it been cut back so harshly. |

Council is considering meeting dates for 2010 at its 7pm meeting on
28 October, including a proposal for 4 meetings to be held in each area
before the 9 October 2010 elections.

Skate park
A number of residents in the vicinity of the skate park are unhappy with potential problems e.g.. Noise, graffiti, dropping property values. Residents would like to know what is the status of the land that the proposed skate park is to be put on, what will be the timing of the project, when will the community be given a opportunity to express views on the proposal? |
The land is zoned Recreation and has rested with PNCC since the days
of the Oroua County Council. To the best of our knowledge it has been
used for little more than some casual play by kids and truck parking.
The Council recently approved the proposal in principal subject to approvals
from the Manager of Recreation and Community Facilities. That approval is
to be subject to consultation with the Ashhurst Community and consideration
of suggestions and concerns raised, approval of the design and confirmation
that funding and/or in kind work can achieve construction. Also required are
any necessary resource, and/or building consents.
I am aware the group has been doing some lobbying and consultation but have
not yet sat down with them to see what has been done. The Community
Constable is one of the people helping lead the project.
A Council officer will contact each of the adjacent neighbours to hear their
views directly, most likely in late October 2009. |
Bridge clip on/cycling and pedestrian provision
What is the current position of this project on the NZTA regional transport project list? |
It is in the NZTA programme but listed as a reserve programme which means it
will not be done unless something higher up the list gets pushed back or cancelled
for some unforeseen reason. This is because the change in government, saw a change
in priorities for the road funding and unfortunately the funds allocated to cycling projects
dried up (or arguably transferred to the national cycleway idea that received that funding). |
Oxford Street Hill (Colyton Road)
Residents respectfully suggested that Council Officers approach the relevant land owners to investigate minimal ways and means (e.g.. use of lime stone on the path) of dealing with the issues raised previously as they apply to school children, pedestrians and cyclists. |

Council Wide Issues
How can Council wide issues, which might be of interest to the respective community meetings be brought to the attention of the individual community meetings? |
Community meetings are informal and any matter can be raised at the meeting.
Councillors are aware of the issues that have come to Council affecting each
community and are able to lead discussion as issues arise. A list of Council activities
being undertaken in each community area is provided for each meeting. Should members
of the public have any queries they can ring the call centre or contact their local Councillors
for information or raise it at a community meeting. |
Turbos
Where will the proposed $50k contribution come from? |
The funding proposed was unbudgeted in the LTCCP but will be taken out of current
savings, for example savings from a change in the Council's photocpier arrangements
will more than cover the funding promised to the Turbos. |

A full discussion on the proposed Te Manawa and Rugby Museum project. Issues such as extended close down period and weather or not staffing could be usefully and fully occupied for meaningly work during the period of closedown. Councillors reassured the meeting that this had been fully discussed at council level and that Te Manawa staff would be carrying out useful work during this period. |

Rates Costs
The members of the public suggested that council aggessively need to target savings as rates were becoming unaffordable. This is especially relevant now and businesses were suffering. |

A member of the public expressed concern at the apparent large amounts being provided by Council for events around the Rugby World cup. |

Discussion on the undergrounding of power and phone services in Kettle Avenue outside the old MED power companies area and therefore is not in the undergrounding area. |

Officers have investigated the concerns, Carpark is on Ministry of Education land,
council own Right of Way and Park only,
suggested approach to school to see about extra lighting. |
Kelvin Grove Cemetry - Long Grass
A member of the public queried the long grass at the Kelvin Grove cemetry. Council has advised that this was a result of Council decision to change levels of service in an atempt to save costs. The areas where grass is to be allowed to grow a little longer is outside the current areas used for berials and existing grave sites. |

Cook Street lights were reported to be having intermitted faults and were out again last Saturday and Sunday night. |
