The draft is based on year two of the 2012, 10 Year Plan and looks at expenditure as well as rates, and affects everyone who lives or works in Palmerston North. It retains a focus on prudently managing the Council's debt levels by making provision to pay back debt while providing residents with value for money for services and facilities provided.
The Mayor and Councillors would like to know if residents agree with what is proposed in the draft Annual Plan. A copy of it can be obtained from: pncc.govt.nz, calling 356 8199 or collecting in person from the Council Service Centre, Squareside or any branch of the Library.
Residents are invited to community meetings to be held in six different locations during April:
9 April, 7.30pm, St Mary Magdalene's Hall, Ashhurst
10 April, 7.00pm, Strang Room, Caccia Birch, Hokowhitu
11 April, 7.30pm, Senior Common Room, International Pacific College, Aokautere
16 April, 7.00pm, Branch Library, College Street, Awapuni
17 April, 7.00pm, Cornerstone Christian School, Papaioea
18 April, 7.00pm, Te Pātikitiki Library, Highbury Ave, Takaro

Once submissions have closed all submitters will have an opportunity to speak to a Committee of Councillors if they have indicated that they wish to do so.
Hearings will take place between 9 and 15 May. The Council will then consider the written and oral submissions and amend the draft plan as appropriate. The final Annual Plan will be adopted mid-June.
