Updated fees and charges

Submissions on this consultation closed on 13 April. Council's Finance and Performance Committee will consider the recommendations at a meeting in May.

Council reviews fees and charges every year to ensure there is sufficient revenue to cover increases in operational costs and to satisfy the requirements of Council’s Revenue and Financing Policy. In some cases there are specific bylaws which also need to be satisfied.

This consultation sought feedback on proposed updates to fees and charges for trade waste, planning and miscellaneous services, as well as the introduction of a new licence fee for bulk waste collectors.
 
It is proposed the new fees and charges will take effect from 1 July 2017.

The changes to the various charges for trade waste reflect the trade waste volumes and costs for the 12 months to 31 December 2016 and are based on formulae contained in the Palmerston North Waste Bylaw.

Most fixed charges and deposits for planning and miscellaneous services will not increase but charges based on hourly chargeout rates are proposed to increase by between 1% and 3%.

It is proposed to have a new waste collector’s licence fee of $500 (GST incl) from 1 July 2017, payable by those who are required to have a commercial waste collector licence issued by the Council.
