Elections are being held this year for mayor and 15 councillors. The councillors will be elected on a city-wide basis, so that all electors participate in electing the required number of councillors.These representation arrangements are unchanged from 2013. Previously, the ward system had been used for electing councillors.

The single transferable voting (STV) electoral system is used for Palmerston North City Council elections. Under STV, electors rank candidates according to preference, rather than ticking the names of the candidates they wish to vote for. Electors may rank as few or as many candidates as they wish, regardless of the number required to be elected.
The election will be conducted by postal vote, with voting documents mailed to all electors whose names appear on the final electoral roll. Voting documents were delivered between 16 and 21 September. Ballot papers are required to be returned by 12 noon on Saturday 8 October if they are to be counted.
Special voting is available to electors:
- whose names do not appear on the final electoral roll, but who qualify as electors, i.e. the elector has enrolled after the closing of the electoral roll.
- who did not receive a voting document previously posted to them.
- who spoil or damage a voting document previously posted to them.
- whose names are on the unpublished electoral roll.
Special facilities will be available at the Civic Administration Building, The Square, from Friday 16 September to Saturday 8 October 2016. Special voting documents can also be requested by telephoning the Council on 06 356 8199.
