City Enterprises adds value and makes a difference to the lives of all who live in and visit Palmerston North.

City enterprises is made up of skilful and dedicated workers who generally work behind the scenes. We make sure all the core services of the city continue to operate 24 hours every day.

We operate as a business unit and have no budget allocated as of right. We are paid by other Council units for carrying out Council work when it is assessed as the best value for ratepayers' money. Partial rates funding is provided for venues, and full rates funding for civil defence and emergency management. The unit has an annual budgeted turnover of $40 million and employs 250 staff in six divisions.


An an in-house contracting division responsible for the maintenance, operation and construction of Council infrastructure networks and facilities including all parks, reserves and public gardens.

Technical Services

An in-house professional services division responsible for providing a range of consultancy services to in-house clients. This team manages delivery of the majority of Council's capital and renewal programmes and the professional services associated with these.

Solid waste

An in-house contracting division responsible for the city's waste and recycling, including the Awapuni Resource Recovery Park and closed landfill management.

Civil defence and emergency management

Government legislation requires Council to have a level of preparedness under the four Rs (reduction, readiness, response and recovery) to meet any emergency within its boundaries. This division delivers 24/7 capability for civil defence and rural fire, and prepares the community through education and community programmes. The unit manager is the designated civil defence controller for Palmerston North.


This division operates the Palmerston North Convention Centre to ensure that Palmerston North remains a major conference destination, and Central Energy Trust Arena as the venue of choice for sports, entertainment and exhibitions in the Central North Island region.


This division is responsible for operating and managing the water and wastewater treatment plants, pump stations and four water bores around the city.

I am extremely proud of my team. We always look to improve and I personally welcome any feedback or ideas on how we can improve our services.

I've been a general manager at Palmerston North City Council since 2000, after eight years as a local government chief executive. My background is in civil and structural engineering. I have an Honours Degree in Civil Engineering, am a Fellow of the New Zealand Institution of Professional Engineers, a Life Member of the Institute of Public Works Engineering Australasia (NZ) and a Member of the New Zealand Institute of Directors.
