Plan Change C: Kikiwhenua residential area

This plan change rezoned a new area to the west of the city that will enable about 220 new homes to be built fronting the Mangaone Stream.

The new area is referred to as the Kikiwhenua residential area. It is the first stage of the wider Kākātangiata urban growth area.

From race training land to housing

Changes to the horse racing industry mean less land is needed in the Race Training Zone on Te Wanaka Road. These changes have freed up the eastern side of Te Wanaka Road for housing supply. 

The Kikiwhenua Structure Plan guides the future development of this residential area. Key parts of the structure plan:

• Positioning  Mangaone stream as central to design of the neighbourhood. This will open up the subdivision to front the stream and provide everyday connection with this  local waterway 
• Protecting the historic Kikiwhenua meeting house site from subdivision 
• Walking and cycling connections to the city 
• A clear and easy-to-use roading layout  
• Stormwater and transport upgrades  
• Noise setbacks from State Highway 56 
• Potential for playground and community facilities 
• A 500 to 550m² average residential lot size 

Work needed before subdivision can begin

Council has allocated infrastructure upgrades for Kikiwhenua in the 10-Year Plan. Water, wastewater and transport services are yet to be scheduled for delivery in our work programme. These services will need to be in place before subdivision can begin.
