Council & City

Governance publications

Our governance documents outline the way we do things at Palmerston North City Council, and our legislative responsibilities.

Code of Conduct

The Code of Conduct provides guidance to Council's elected members on expected standards of behaviour in their dealings with each other, Council officers, the media and members of the public.

Delegations Manual

Council believes it is essential, in the interests of good management and effective administration, to delegate decision-making to the lowest competent level. This will achieve best use of the abilities of elected representatives and officers, minimise costs, promote the development of effective managers and minimise bureaucratic interference in the daily affairs of residents.

On 25 March 2020 Council established temporary emergency financial delegations during the Covid 19 situation and established a Business Continuity Committee to meet as required.

Local Governance Statement

The Local Governance Statement describes the processes of local government in Palmerston North City.  The focus of the Statement is to provide residents with an explanation of the legislative framework of local government in New Zealand and specific information on how your Council makes decisions and how residents can engage with Palmerston North City Council.

Policy on the Appointment of Directors

This policy provides transparency on Council’s process for the appointment and remuneration of directors to Council organisations.

Standing Orders

This is the procedural rule book governing committee and Council meetings.
