Council reviews these fees and charges every year to ensure there is sufficient revenue to cover operational costs, and satisfy the requirements of Council’s Revenue and Financing Policy and the Palmerston North Trade Waste Bylaw.
Some of the proposed fees and charges for trade waste reflect trade waste volumes and costs for the 12 months to 31 December 2017 and are based on formulae contained in the bylaw.
Significant increases are proposed for some of the fixed administrative charges such as wastewater consent processing and grease trap monitoring. At the present time some of these charges have been subsidised from rates. It is proposed the increases will be phased in over two years.

Submissions on the proposal are invited and must be received by the Council during the submission period which opens on Monday 7 May 2018 and closes at 5pm on Friday 8 June 2018. Submissions must be in writing and may be delivered, posted or emailed to the Governance and Support Team Leader, City Corporate Unit, Palmerston North City Council, Private Bag 11-034, Palmerston North 4442, or email firstname.lastname@example.org.
Submissions should include the name and address of the person making the submission, including a daytime telephone contact number, and also advise if they wish to speak about their submission to a meeting of Councillors.
