An update on building and planning services during Covid-19 alert level 4

Over the past few weeks Palmerston North City Council has been fine-tuning its business continuity plans to ensure the city is ready for potential impacts as the Covid-19 situation unfolds. This includes putting process, protocols and resources in place to maintain the operation of essential city services, and other critical business functions.

As part of our Palmerston North building and development community, it’s important that we keep you updated on how we’re continuing to manage this constantly changing situation.

Building and planning services suspended

Council’s building and planning services, including processing and inspections, have now been suspended in line with alert level 4 restrictions. These services are not deemed essential and while we continue to take direction from the government, we are planning to get these services back up and running as soon as we're able.

Under these circumstances our team will be prioritising any emergency or urgent applications, and all current building and planning applications will be suspended for the moment.

While we have some contractors continuing to process some building and planning consents, our current staffing levels mean that we may not be able to complete the process from our end. If you have a current building consent you may see the status of your consent move to pending invoice/payment. However, because we've closed facilities and redeployed staff, we won't be able to progress these applications until we return to full service. We can’t guarantee that we'll be able to process any consents at this time.

All building inspections that were to take place from tomorrow have been cancelled. Those affected have already been contacted. If you think this might affect you and you haven’t already heard from us, then please contact us at buildingadmin@pncc.govt.nz. We are keeping track of all cancellations, and we will contact everyone who had an inspection booked to rebook these once we have a better understanding of when inspections can resume.

Council’s essential services are still operating

Essential services include:

  • Drinking water, stormwater and wastewater operations and maintenance
  • Civil defence and emergency management
  • Rubbish and recycling collections
  • Cleaning
  • IT
  • Communications
  • Contact Centre
  • Crematorium
  • Animal Control
  • Finance
  • Urgent roading maintenance
  • Social housing and tenancy support
  • Iwi liaison

Our Contact Centre is open for any emergency or urgent building and planning applications

If you feel that you have an emergency or essential application, our building and planning services will be available upon request. Please direct these to our Contact Centre in the first instance.

Any general queries should be directed to buildingadmin@pncc.govt.nz, but please be patient - we may take longer than usual to process any enquiries as members of the team have been deployed to other emergency areas of council.

Please also be patient when contacting our Contact Centre - we’re experiencing higher demand at the moment, but we will get back to you.

While we’re unsure of how long we are going to be affected by these events and we cannot predict what is going to happen, we have staff available to take your enquiries and we are in planning to ensure a quick transition back to business as usual when we’re able to do so.
