Annual Budget questions and answers

We’ve been fielding queries about Palmerston North City Council’s Annual Budget 2020-21 and the consultation process while we’re at alert level 4. Find the answers here.

Can I still submit on the Annual Budget under level 4 restrictions?

The consultation is still running, and we welcome feedback on the proposed budget. Please continue to submit this to us through our website, emailing us or via telephone. We appreciate you taking the time to let us know what you think and we will be in touch in due course.

How long do I have to make a submission?

Consultation on the proposed Annual Budget closes on Monday 20 April at 4pm.

How do I make a submission if I don’t have internet?

You can call 06 356 8199 to give your submission over the phone.

What is the proposed rates increase for 2020-21?

The Consultation document includes a proposal to increase total rates by 4.4%. This is down from 5.2% projected in the 10 Year Plan. The total rates increase is always subject to change and the Council will take into account feedback from ratepayers. The seriousness of the Covid-19 pandemic will also be taken into account when setting the rates for the 2020-21 year.

What is Council’s approach to Covid-19 and the Annual Budget?

The seriousness of the Covid-19 virus has become more evident since we prepared this budget. Before we adopt the final version in June we will be taking on board your feedback and suggestions, and we will be reviewing and reassessing our assumptions about costs, revenue, and the availability of external resources to deliver services and programmes.

Can I still attend a hearing?

At this stage the hearings that are usually held in the Council Chamber will be set up as virtual meetings online. They are currently still scheduled for Friday 8 May and Monday 11 May, with three sessions each day:

  • 9am to 11 am
  • 3.30pm to 5.30pm
  • 7pm to 9pm

These dates and times are subject to change in the current Covid-19 environment but we will update our website with any changes.
