What is the Council proposing?

The Council is proposing to adopt a Local Alcohol Policy under the Sale and Supply of Alcohol Act 2012. This is a new policy that sets rules for the sale of alcohol in Palmerston North.

The main change that the policy would introduce is new maximum trading hours for places that sell alcohol. For instance, on-licensed premises such as taverns (bars), hotels, and restaurants with a bar area operated as a tavern (“class 1 restaurants”) would be able to trade between 8am and 3am the following day, but would be subject to a one-way door restriction from 2am.

All other on-licensed premises would be able to trade between 8am and 1am.

Off-licensed premises such as bottle stores, grocery stores and supermarkets would be restricted to trade between 7am and 9pm.

Clubs, such as sports or social clubs, would be restricted to trade between 8am and midnight.

The Council has chosen not to include restrictions on location of licensed premises. While consideration was given to a number of potential location restrictions, Council decided that there was insufficient evidence to justify those restrictions. Similarly, the policy does not propose any discretionary conditions.
