Draft Support and Funding Policy

This draft policy guides the way Council provides funding and other support.


A vibrant, inclusive, and innovative city requires strong community connections. Council aims to foster this by partnering with and supporting communities, organisations and individuals who contribute towards the city’s vision and goals.

What we’re proposing

Following a review of the Community Funding Policy 2018, we’re proposing to replace it with the Support and Funding Policy 2021.

The draft policy includes these key changes:

  • Introducing a broader scope to include a wider range of support and funding programmes. This includes events funding, support for heritage buildings and spaces, community leases of Council property, sponsorship, and contestable grants for individuals.
  • Enabling a consistent process for allocating all contestable grants that Council administers.
  • Confirming the decision-making process to lease Council-owned land for community purposes.
  • Providing guidance for setting the community rental rates on Council-owned land and buildings leased by community groups and organisations.
  • Establishing a process to enter a formalised partnership with sector leads outside a contestable process but funded out of the strategic priority grants budget.

Next steps

Written submissions on our draft policy closed at 5pm on Saturday 27 November.

We expect to hold hearings for oral submissions at the Planning and Strategy Committee meeting in December. We’ll contact all submitters and confirm the date. We’ll update this page once a date is confirmed too. The committee will then meet in March 2022 to consider all the written and oral submissions and make a recommendation to the full Council. We expect the Council will adopt the final Support and Funding Policy in April 2022.
