Plan change B: Napier Road residential extension area

Plan change B to the Palmerston North City District Plan was approved by resolution of the Palmerston North City Council on 7 April 2021. Plan Change B will become operative on 21 April 2021.

The purpose of plan change B was to rezone a portion of land that fronts Napier Road, between Roberts Line and the Napier Road Drain, from Industrial and Rural to Residential Zone.

This will enable the release of additional land for housing development.

An adapted version of the Napier Road residential area District Plan provisions will be applied to the rezoned area and will be defined in the District Plan as the Napier Road residential extension area.

The proposed changes are summarised as follows:

Changes to District Plan section 4: Definitions

New definitions for Napier Road Residential Extension Area and Permeable Surface.

Changes to District Plan section 7: Subdivision

  • An amendment to existing objective 7 to include reference to Napier Road Residential Extension Area, pedestrian and cycle connectivity and stormwater management.
  • Amendments to existing policies 7.1, 7.2, 7.5 and 7.6 to include reference to Napier Road Residential Extension Area
  • A new policy 7.8 to require the use of water sensitive design in the Napier Road Residential Extension Area.
  • A new policy 7.9 to require a comprehensive stormwater management plan for subdivision in the Napier Road Residential Extension Area.
  • A new policy 7.10 to require additional geotechnical investigations for subdivision in the Napier Road Residential Extension Area.
  • A new policy 7.11 to require consent notices related to giving effect to recommendations from technical reports to achieve land stability and water sensitive stormwater designs for subdivision in the Napier Road Residential Extension Area.
  • New performance standards, matters of discretion and assessment criteria related to development in the Napier Road Residential Extension Area.

Changes to District Plan section 10: Residential zone

  • An amendment to existing objective 8 to include reference to Napier Road Residential Extension Area, reverse sensitivity related to the railway line, and to ensure development creates a high quality and diverse living environment.
  • Amendments to existing policies 8.1, 8.3 and 8.5 to include reference to Napier Road Residential Area
  • Amendment to existing policy 8.2 to include reference to the Napier Road Residential Extension Area
  • An amendment to existing Policy 8.7 to control the location of buildings in relation to the escarpment and oxbow to protect against natural hazard risks.
  • A new policy 8.8 to manage development outcomes in the Napier Road Residential Extension Area.
  • An amendment to Rule 10.6.1.1(d) to restrict site coverage to 30% to and include reference to Napier Road Residential Extension Area, and to restrict development to one dwelling.
  • An amendment to Rule 10.6.1.3 to include reference to Napier Road Residential Extension Area and to introduce minimum floor height requirements.
  • An amendment to Rule 10.6.1.4 to include reference to Napier Road Residential Extension Area and new associated performance standards for fencing, separation distances, flood hazards, permeable surfaces, active frontage and oxbow lagoon landscaping.
  • An amendment to Rule 10.6.3.1 to include restricted discretionary consent references associated with deviations from the proposed Napier Road Residential Extension Area permitted performance standards and structure plan.
  • A new rule 10.7.1.11 to enable the ongoing operation of the Garden Centre at 261 Napier Road once the
    site is rezoned to Residential.
  • A new rule 10.7.4.12 to enable commercial or non-residential activities to establish in the Napier Road Residential Extension Area via a Discretionary Activity.

Changes to District Plan section 12: Industrial

  • The deletion of the Napier Road Industrial Precinct provisions.
  • A new performance standard under Rule 12.8.1 Noise to exclude Rule 12.8.1 from applying to land on the upper terrace within the Napier Road Residential Extension Area.
