Council reviews fees and charges every year to ensure there is sufficient revenue to cover increases in operational costs and to satisfy the requirements of Council’s Revenue and Financing policy. In some cases there are specific bylaws which also need to be satisfied.
It is proposed the new fees and charges will take effect from 1 July 2021.
The changes to the various volume-based charges for trade waste reflect the trade waste volumes and costs for the 24 months to 31 December 2020 and are based on formulae contained in the Palmerston North Waste Bylaw. Sampling and analysis charges for compliance monitoring are proposed to increase significantly over the next two years to achieve cost recovery. A new wastewater discharge administration fee of $600 pa is proposed to cover the costs of monitoring and administration for permitted customers with discharges exceeding 5m3/day.
Many fixed charges and deposits for planning and miscellaneous services will not increase. A few will increase to reflect the increasing time spent on assessing applications. Charges based on hourly charge out rates are proposed to increase by approximately 2%.
