Committees

Our committees represent the main areas Council is responsible for. Here’s an overview of how committees work and the issues they cover.

How committees work

The Mayor and 15 Councillors work through committees to make decisions about what Council will do and how work will be funded. The committee structure is reviewed every three years after each election.

Most committees meet monthly with some meeting quarterly and others as needed. Meetings are usually held in public and Council advertises the issues it will be considering. Non–confidential reports are available to the public. If Council is talking about something confidential the public may be excluded from that part of the meeting.

Standing committees

The Mayor is an ex-officio member of all standing committees and sub-committees.

There are eight standing committees that all Councillors sit on:

  • Audit and Risk
  • Committee of Council
  • Community Development
  • Economic Development
  • Finance and Performance
  • Planning and Strategy
  • Sport and Recreation

There are five other committees that don’t require all Councillors. Appointments to these committees are reviewed every three years:

  • Creative Communities New Zealand Arts and Culture Fund Committee
  • District Licensing Committee
  • Hearings Committee
  • Hearings by Commissioner – Sectional District Plan Review
  • Manawatū District and Palmerston North City Joint Strategic Planning Committee

Committee focus areas and members

Arts, Culture and Heritage Committee

This committee focuses on arts and heritage policy and events including Anzac Day and military parades, facilities like Square Edge and Council controlled organisations Caccia Birch House, Globe Theatre, Regent on Broadway, and Te Manawa Museum Trust.

Audit and Risk Committee

This committee covers external audit management issues, risk management and internal auditing. It's also responsible for performance monitoring of committees, sub – committees, working parties, workshops and advisory groups, to ensure all legal requirements are met.

Chief Executive’s Performance Review Panel

The purpose of this panel is to ensure Council carries out its responsibilities as a good employer of the Chief Executive.

Committee of Council

The Committee of Council is responsible for the 10-year plan and annual plan, standing orders and Code of Conduct.

Community Development Committee

This committee’s terms of reference cover a wide range of issues from community engagement, grants and events, to civil defence, social housing, libraries, public health, and ensuring Palmerston North is a good and safe place to live for people of all ages and abilities.

District Licensing Committee

The District Licensing Committee considers alcohol licence applications in Palmerston North. It's the only committee that's not a standing committee, and has five members appointed by Council.

Economic Development Committee

This committee was established in October 2016 to work across the city's economic sectors, including digital and technology, logistics, agribusiness, health, retail and defence. It also oversees our international relations work.

Finance and Performance Committee

The Finance and Performance Committee oversees Council's finances, along with the financial performance of Council facilities, Council–owned infrastructure and organisations.

Hearings Committee

The Hearings Committee considers matters under the Resource Management Act 1991, Dog Control Act 1996, Sale of Liquor Act 1989 and Fencing of Swimming Pools Act 1987. It also conducts hearings on other issues as required by law or Council.

Manawatū District and Palmerston North City Joint Strategic Planning Committee

This joint committee considers strategic planning issues that affect Palmerston North City and the Manawatū District Council, with a focus on infrastructure, land use planning and economic development. The committee also considers community planning, regional roading and shared services issues.

Planning and Strategy Committee

This committee considers plans and strategies that relate to the environment, transport, wastewater, city infrastructure, urban design and bylaws.

Sport and Recreation Committee

This committee focuses on Palmerston North’s sport and leisure spaces, facilities and events, parks, reserves, cycleways and walkways.

Creative Communities New Zealand Arts and Culture Fund Committee

This committee administers the Council's Arts and Culture Fund and the Creative Communities Scheme.

Committee membership is made up of two Councillors, two community representatives, two tangata whenua representatives, one Pasifika representative, and one representative each from the Multicultural Council, Youth Council, and Community Arts Palmerston North.

Hearings by Commissioner – Sectional District Plan Review

This committee conducts hearings required under the Resource Management Act for Council's review of the District Plan.
