If you’re building a deck where you can’t fall more than 1.5 metres, you won’t need building consent.
Note: If the distance someone could fall is more than 1 metre, your deck will need a safety barrier.

While theoretically there’s no size limit for the area your deck takes up, you need to follow District Plan rules, including those about how close you can build to your boundaries.
