Committees

Committees

Our committees represent the main areas Council is responsible for. Here’s an overview of how committees work and the issues they cover.

The Mayor and 15 Councillors work through committees to make decisions about what Council will do and how work will be funded.

The committee structure is reviewed every three years after each election.

All meetings are held in the Council Chambers.

Meetings are usually held in public, and Council advertises the issues it will be considering. Non–confidential reports are available to the public. If Council is talking about something confidential, the public may be excluded from that part of the meeting.

Community Resilience & Sustainability Committee

  • Deputy Chair: Cr Brent Barrett
  • Meets monthly.

This committee oversees local public services such as libraries, civil defence emergency management, and waste services. It hears from Sector Leads and Reference Groups and monitors Council’s regulatory functions and environmental performance. Its delegations include approving community leases and the annual Dog Report.

Finance, Performance & Audit Committee

  • Chair: Cr Vaughan Dennison
  • Deputy Chair: Cr Karen Naylor
  • Meets monthly.

This committee focuses on infrastructure and economic activity. It monitors how Council is performing through regular financial and non-financial reports. It also oversees business assurance, risk management, and health and safety reporting. Delegations include approving fees and charges where consultation is not otherwise required, acting as shareholder for the relevant Council-Controlled Organisations (CCOs, listed in its terms) and agreeing contracts to the value of $3M that are otherwise outside of the Chief Executive’s delegation (for projects agreed in the Annual Plan (Budget) or Long-term Plan).

Arts, Culture & Heritage Committee

  • Meets quarterly.

This committee is responsible for cultural public services such as museums and heritage facilities. It monitors the performance of cultural CCOs and oversees the creation of the new Te Motu o Poutoa / Anzac Park CCO. The committee also receives updates from the Heritage Reference Group and cultural sector leads. The Committee has delegation to act as the shareholder for the cultural CCOs.

Sport & Recreation Committee

  • Deputy Chair: Cr Leonie Hapeta
  • Meets quarterly.

This committee looks after local recreational infrastructure such as parks, reserves, and sports facilities. It tracks progress on programmes from the Play and Recreation Plan (Goal 2: A creative and exciting city). The Committee has delegation to monitor the Sport Manawatū contract and to agree leases for sport clubs.

Hearings Committee

  • Chair: Cr Lorna Johnson
  • Deputy Chair: Cr William Wood
  • Meets as required.

This committee reviews reports on upcoming hearings and regulatory matters.

Delegations include determining any bus shelter hearing decisions. The Legal Counsel will consult the Chair of the Committee before assigning Commissioners to sit on a hearing panel.

Joint Shareholders' Committee - Central Districts Water

This is a joint committee of Horowhenua District, Rangitīkei District and Palmerston North City Councils and Ngā Tapuwae o Hau.

The committee members provide governance oversight of the company to be known as Central Districts Water, which will provide water services to our area. It is a forum for representatives appointed by the councils (as shareholders) to meet, discuss and coordinate on relevant issues.
