Make a payment

We offer lots of ways for you to pay your Council bills. This page details them all and provides information about how to reference a bank transfer so we can identify you've paid.

To avoid penalties, please allow enough time before your payment is due.

Online payments will appear in our accounts system the following business day. Payments made after 11pm will take 2 business days.

Step 1.Have your card available

Pay using a credit or debit card (Visa and Mastercard only). Please note, there is a surcharge of 1.3% per transaction to cover our costs in providing this service. The surcharge is calculated before you submit payment and is included in the total transaction amount.

Step 2.You'll need our reference

The number appears on your invoice or notice depending on what you are paying. Details of how to find the correct reference are available on the secure payment website.

Step 3.Pay online

The "pay now" button opens our payment gateway in a new window, where you can select what you want to pay (rates, parking ticket, water account, dog registration, or an invoice).

You can only access the payment gateway within New Zealand.

Internet banking

Palmerston North City Council is listed as a bill payee with your bank. Search for "PN City Council" in the payee list and select the relevant payment type. 

Please make a separate bill payment for each invoice you're paying.

We accept cash, Eftpos, Visa and Mastercard over the counter. Please note, we charge a 1.3% transaction fee for credit card payments.

Direct debit

Direct debit is our preferred option for rates and water account payments. It's also the easiest way for you to manage your bills.

Paying by direct debit enables you to spread your payments across the year. Choose the frequency of your payments to suit you: weekly, fortnightly, monthly, or quarterly. 

How it works

When you submit a direct debit authority to us, you'll receive a letter confirming your bank account details, start date and payment frequency. Your rates or water account will be automatically paid out of your bank account. Any changes to your payment amount will be adjusted automatically each year – you don't have to contact your bank to make a change.

You keep full control over your method of payment and can change the frequency or cancel your direct debit arrangement at any time.

Automatic payments

You can arrange to pay your rates or water accounts by automatic payments from your bank account. The frequency and amount is your choice. See above for details of how to pay by internet banking.

You'll need to set up a separate auto payment for each property or water account.

To avoid incurring penalties, we recommend that you review the amount and frequency each time you receive a rates notice or water bill to ensure you're paying the correct amount.
