Public notice under clause 10 of the first schedule Of the Resource Management Act 1991

On 4 August 2026 the Hearing Panel appointed by Palmerston North City Council made a decision to approve Proposed Plan Change I: Increasing Housing Supply and Choice to the Palmerston North City District Plan.

Proposed Plan Change I is summarised as follows:

  • The rezoning of 815ha of Residential Zone land to a Medium Density Residential Zone (MRZ). This represents approximately 32% of the existing Residential Zone land in the City;
  • The rezoning of 17 Summerhays Street, part of the Huia Street Reserve and 216-218 Ferguson Street to MRZ; and
  • The inclusion of a Stormwater Overlay over 624ha (approximately 75%) of the MRZ.

Changes to District Plan following the Hearing Panel’s decision include:

  • A new Medium Density Residential Zone Chapter (10A) • A new Subdivision Chapter (7B), for subdivision in the MRZ
  • A new Definitions Chapter (4A) for the MRZ
  • Consequential changes to various chapters of the District Plan to refer to the new MRZ
  • Changes to the District Plan maps to show the location of the new MRZ and the Stormwater Overlay and remove most of the existing Multi-Unit Housing Areas (as these are replaced by the MRZ)
  • Rezoning of 21 Carroll Street (Crest Hospital) from Residential Zone to Institutional Zone

  • The Customer Service Centre, Palmerston North City Council, Civic Administration Building, 32 The Square, Palmerston North;
  • The Palmerston North Central Library, The Square, Palmerston North;
  • Community Libraries at: Roslyn, Awapuni; Te Patikitiki - Highbury, Ashhurst; Linton and the Mobile Library.
