Accessing private property through a Council park

Sometimes, the easiest way to get to your home for a project or delivery might be through a nearby park or reserve. If you live in Palmerston North and need to access your private property through a Council-owned park or reserve, you’ll need permission from the Council.

Here’s a simple guide to help you apply.

When you need to apply

You need to apply if you want to use a park or reserve to access your property—for example, for building work, moving large items, or landscaping. We recommend you apply at least 10 working days before you want access.

How to apply

Step 1.Fill out the application form

Provide your:

  • name and contact details
  • address (and the address you need access to, if it’s different)
  • the name of the park or reserve
  • reason for needing access
  • type of vehicle that will be accessing the park
  • date(s) you need access
  • contractor name and contact details (if applicable).

Submit the form 10 working days before you need access

Step 2.Our team will review your application and get back to you

In most cases we'll be able to accommodate your request but first we need to double check the date or dates you've requested to ensure there's no clash with sports bookings or planned work.

Important conditions

  • Only access the park or reserve when the ground is firm and dry.
  • Do not access during organised sports events.
  • You are responsible for any damage caused to the park, reserve, or Council property.
  • If you're unsure whether the ground is suitable, contact us before proceeding.

Before and after inspections

Council staff may inspect the area before and after your access to check for any damage. You may be required to repair or cover the cost of any damage caused.
