Palmerston North Integrated Transport Initiative

The Palmerston North Integrated Transport Initiative (PNITI) is a package of more than 70 transport projects shaping the future of Palmerston North over the next 30+ years.

As our city grows, it’s essential that we create a connected, efficient, and sustainable transport network that meets the needs of residents, businesses, and visitors.

The transport initiative is a citywide strategy designed to improve transport links, reduce congestion, and support the growth of freight distribution in the region. The initiative brings together multiple projects under one vision to improve the movement of people and goods across Palmerston North, while prioritising safety and accessibility.

The transport initiative is made up of several significant transport projects, each with its own role in supporting the broader transport strategy.

These projects range from operational and investigation work, such as business cases, to the delivery of transport services or physical infrastructure (e.g. improved walking/cycling facilities, public transport, safer intersections, and creating more reliable freight corridors).

The transport initiative is a long-term partnership between NZ Transport Agency – Waka Kotahi (NZTA), Palmerston North City Council, Horizons Regional Council and Manawatū District Council.

Programme overview

NZTA completed the PNITI programme business case in 2020, following consultation with partners and key stakeholders.

An options report was published in January 2021 recommending a programme of work, which was later endorsed by the NZTA Board and Palmerston North City Council.

The programme includes a wide range of projects. Further investigations and engagement with stakeholders and the community will take place for each PNITI project, including the Manawatū Regional Freight Ring Road.

Many significant decisions are still to be made, and projects depend on funding. Council-led projects will be included in the council’s Long-term Plan with proposed timings and budgets. Projects requiring funding or co-funding from NZTA will be considered through the National Land Transport Plan (NLTP). Planning takes into account factors such as the benefits each project delivers, whether funding is already in place, and the need to coordinate with the KiwiRail freight hub development.
