Local Water Done Well

Local Water Done Well is the name of the government's water reform programme. From July 2027, Central Districts Water will be responsible for delivering safe, reliable and sustainable drinking water, wastewater and stormwater services for Horowhenua, Palmerston North, and Rangitīkei.

Central Districts Water is a jointly owned and jointly governed water services organisation, established by its three shareholding councils: Horowhenua District Council, Palmerston North City Council and Rangitīkei District Council.

How we got here

Central Districts Water is being established in response to long-term changes in how drinking water, wastewater and stormwater services are regulated, funded and delivered across New Zealand. These changes reflect increasing expectations around public health, environmental protection, climate resilience and affordability, as well as the significant investment required to replace ageing infrastructure and support growth.

In 2025 we asked you to have your say on who manages Palmy's water in the future. Later that year elected members confirmed Palmerston North will partner with Horowhenua and Rangitīkei District Councils on a new regional water organisation.

Since then we've adopted a joint Water Services Delivery Plan, had our plan approved by the government, and confirmed the governance framework that ensures water services continue to be locally overseen, locally managed and locally accountable.
