Palmerston North City Council invites feedback on proposed changes to fees and charges for trade waste, planning and miscellaneous services.
We review our fees each year to make sure they cover the cost of providing services. This helps us keep up with rising operating costs and meet the requirements of our Revenue and Financing Policy. Some fees also need to meet the requirements set out in specific bylaws.
If approved, the new fees will take effect from 1 July 2026.
What is proposed?
Trade waste
- Volume-based trade waste charges are proposed to increase by 15%. These changes reflect trade waste volumes and costs over the past two years and follow the formula set out in the Palmerston North Waste Bylaw.
- Charges for sampling and compliance monitoring are proposed to increase by 4% to cover rising costs.
Planning and miscellaneous services
- Hourly rates are proposed to increase by 3.5% to 4.5% to reflect increasing costs.
- Some flat fees will stay the same.
- Some fees are proposed to increase more significantly.
