As there are (for each office) more candidates than there are vacancies to be filled, an election will be held between the listed candidates on Saturday, 11 October 2025, under the Single Transferable Voting electoral system by postal vote.

How candidate names will appear on the voting documents

Palmerston North City Council has chosen to list candidate names in random order, not alphabetically. This is allowed under Regulation 31 of the Local Electoral Regulations 2001.

Māori Ward Poll

As required by section 65 of the Local Electoral Act 2001, a binding referendum will be held on whether to keep or remove Te Pūao Māori ward.

This will be held alongside the 2025 local election, on Saturday, 11 October 2025, by postal vote using the First Past the Post system. The result will apply to the 2028 and 2031 elections.

When and how you’ll get your voting documents

Voting documents will be mailed out to all enrolled voters from Tuesday, 9 September 2025.

How to return your vote

Voting documents must be returned by 12pm, Saturday, 11 October 2025 to the electoral officer.

You can drop yours off at any blue DX post box or any orange vote box.

You can also drop them off to one of the following locations between Tuesday, 9 September 2025 and Friday, 10 October 2025 during normal business hours:

  • Civic Administration Building, Te Marae o Hine - 32 The Square, Palmerston North
  • Central Library, Te Marae o Hine - 4 The Square, Palmerston North
  • Ashhurst Library, cnr Cambridge and Bamfield Street, Ashhurst
  • Te Pātikitiki Library, 157 Highbury Ave, Palmerston North
  • Roslyn Library, 8 Kipling St, Palmerston North
  • Awapuni Library, 96C College St, Palmerston North
  • Linton Library, cnr Bells Road and Puttick Road, Linton
  • Council’s mobile library.

On Saturday, 11 October 2025, you can drop your voting documents off at one of the following locations:

  • Civic Administration Building, Te Marae o Hine – 32 The Square, Palmerston North (open from 9:00am to noon)
  • the following Council libraries (open from 10:00am to noon):
    - Central Library, Te Marae o Hine – 4 The Square, Palmerston North
    - Ashhurst Library, cnr Cambridge and Bamfield Street, Ashhurst

Special voting

If you need a special vote (e.g. you didn’t receive your voting documents in the mail), you can go to the following council office between Tuesday, 9 September 2025 and Friday, 10 October 2025 during normal business hours, and Saturday, 11 October 2025 between 9.00am – noon:

  • Civic Administration Building, Te Marae o Hine - 32 The Square, Palmerston North

You can also make a special vote at the following council libraries on Saturdays between Tuesday, 9 September 2025 and noon Saturday, 11 October 2025:

  • Central Library, Te Marae o Hine – 4 The Square, Palmerston North (Sat 10.00am – 4.00pm)
  • Ashhurst Library, cnr Cambridge and Bamfield Street, Ashhurst (Sat 10.00am – 1.00pm)
  • Te Pātikitiki Library, 157 Highbury Ave, Palmerston North (Sat 10.00am – 1.00pm)
  • Roslyn Library, 8 Kipling St, Palmerston North (Sat 10.00am – 1.00pm)
  • Awapuni Library, 96C College St, Palmerston North (Sat 10.00am – 1.00pm).

If you would like a special vote posted to you, you may email PNCC to request a special vote on info@pncc.govt.nz or call 06 356 8199 and provide your name and address. You must also check that you have a valid residential enrolment with the Electoral Commission or are listed on the ratepayer roll.

A person can apply to enrol as either a residential or ratepayer elector right up to and including Friday, 10 October 2025 – the day before the close of voting. The Council office or libraries can support enrolment or you can do this directly at vote.nz.
