This item was originally considered in the confidential part of a Council meeting and can now be released to the public.

  1. That Council award and enter a contract with Lee Building Maintenance 2011 Limited (trading as Lee Builders) for $5,183,974 + GST for the construction of the new animal shelter facility in Totara Road, Palmerston North.
  2. That Council delegate to the Chief Executive authority to vary the contract sum by a maximum of 15% of the GST exclusive contract sum within the Programme Budget, to be used as a contingency should it be required for the successful delivery of Contract.
  3. That the recommendations and the report be released to the public, upon signing of the contract.
    That the Animal Shelter project be audited (from start to awarding the tender contract) and presented to the appropriate Committee.

Clause 38-22 above was carried 12 votes to 2, the voting being as follows:

For: The Mayor (Grant Smith) and Councillors Brent Barrett, Susan Baty, Zulfiqar Butt, Renee Dingwall, Lew Findlay QSM, Patrick Handcock ONZM, Leonie Hapeta, Lorna Johnson, Orphée Mickalad, Bruno Petrenas and Aleisha Rutherford.

Against: Councillors Billy Meehan and Karen Naylor.

Council: Clause 83-22 above was carried 14 votes to 1, the voting being as follows:
