Council has adopted its joint Water Services Delivery Plan, which outlines how water services will be managed in the future.

Earlier this year we asked you to rank three options to guide how water services are delivered in the future.

In June 2025, elected members confirmed Palmerston North City Council will partner with Horowhenua and Rangitīkei District Councils on a new regional water organisation. In August, we adopted a joint Water Services Delivery Plan, which outlines how future water services will be managed.

Council adopts Water Services Delivery Plan and submits it to government

The government confirms if it accepts the plan or not. If Council's plan isn't accepted, the Minister can appoint a Crown facilitator or water specialist to provide an acceptable plan

November 2025 to July 2027

Implementation period

30 June 2028

Either Council or water organisation must prove financial sustainability.
