On 24 June 2026, the Palmerston North City Council adopted amendments related to election signs in the Signs and Use of Public Places Bylaw 2015, and the Signs and Use of Public Places Bylaw Administration Manual.
These amendments come into effect on 1 July 2026.
Summary of the scope of changes
Election advertising is now allowed on commercial billboards, including digital and illuminated signs, provided these types of signs have been authorised by a resource consent for non-site-related advertising signs.
The maximum size for election signs in residential areas is 3m² during general elections and 0.6m² during local elections. Larger signs are permitted in other zones for campaign purposes.
A revised definition for "election sign" and a new definition for "digital sign".
Removal of provisions related to sign parks in both the bylaw and administration manual, along with confirmation that election signs cannot be displayed in public places.
