Apply for a PIM for a non-consented small standalone dwelling

If you're planning to build a second home on your property under the new granny flats exemption, you need to get a PIM before you start work. Use the forms on this page to apply.

Step 1.Do your due diligence

The granny flats building consent exemption allows you to build a new, standalone, single-storey dwelling up to 70 square metres without a building consent, provided you meet all exemption conditions and engage a licensed building practitioner.

You are legally responsible for compliance with the Building Code and exemption conditions under the Building Act 2004.

Step 2.Get your documents ready

You'll need to provide the following information to support your application:

  • preliminary design plans, prepared by a licensed building practitioner (LBP)
  • evidence you own the property you're planning to build on, eg, record of title, sale and purchase agreement

Step 3.Lodge your application online 

You can submit your application and supporting information through our online portal, Objective Build.

Step 4.Pay the application fee

Once we receive your application, we'll email you an invoice and details of how to pay.

Step 5.Wait for us to issue your PIM before you start to build

We'll issue the PIM within 10 working days of receiving all the required information from you.

Step 3.Complete and submit the application form

Email your completed form and supporting information to standalone.dwelling@pncc.govt.nz or drop it off at our Customer Service Centre on the Square.

Step 4.Pay the application fee

We'll email you an invoice and details of how to pay.

Step 5.Wait for us to issue your PIM before you start to build

We'll issue the PIM within 10 working days of receiving all the required information from you.

Before you start work

Check you have any other relevant permissions you need, as well as your PIM.  For example, you may still need a resource consent

Other approvals may be needed for network utility connections, vehicle crossings or land use restrictions.
