Roadworks and road closures

This page shows roadworks by Council and any of our contractors that may result in significant detours and delays.

It doesn't identify roadworks being done by other agencies, such as power and telecommunications companies.

Most of our roading projects take place over summer, but we carry out some routine maintenance to our water network over winter.

Christmas roadworks shutdown dates

  • CBD: From 5pm, 10 December
  • Palmerston North suburbs: From 5pm, 17 December
  • Bunnythorpe, Linton, Longburn, Ashhurst: From 5pm, 19 December

Normal construction activity will resume across the city from 8am on Monday 5 January.

College Street wastewater upgrade

During the work, traffic management and detours will be in place, and on-street parking will not be available in the active work area.

We’re installing a new wastewater rising main along College Street until March – between Victoria Avenue and Albert Street.

College Street is normally a busy route, so we’re aiming to complete this short project during the quieter period before schools return.

During the work, on-street parking will not be available in the active work area, and the site will be left safe and secure overnight. Traffic management and detours will be in place to keep everyone safe, and on-site staff will support resident access.

The pipe we are installing is called a duplicate rising main, which will help to push wastewater through the pipes. Most wastewater pipes rely on gravity, meaning the wastewater flows downhill. But sometimes the land is flat or the wastewater needs to move uphill. In those places, a pump station pushes the wastewater through a special pipe called a rising main. This rising main carries wastewater from the pump station back into the rest of the network so it can continue on to the treatment plant. Installing a second rising main on College Street means the system can keep working if one pipe needs maintenance, and it also helps carry more flow during busy times.

Churchill Avenue water pipes upgrade

We’re in Stage 2 of our upgrade of the water pipes along Churchill Avenue.

Work began earlier this year at Franklin Avenue and is progressing steadily towards Albert Street. our crews will continue to work Monday to Friday, between 8am to 5pm.

The upgrade is expected to wrap up in March 2026, though the site will be disestablished over the Christmas break and work will return in early-January.

Work completed so far - Stages 1A and 1B
  • Installed new drinking water pipes from Franklin Ave through to Epsom Road.
Stage 2 now starting: Epsom Road to Albert Street

Stage 2 covers the final portion of Churchill Avenue, from Epsom Road through to Albert Street.

To safely complete this work, Churchill Avenue will be closed to through-traffic between Epsom Road and Albert Street. Detours will be clearly signposted around the work area.

Coventry Street and Hull Place stormwater upgrade

We’re upgrading the stormwater network on Coventry Street and Hull Place until December.

This includes upgrading the size and condition of the stormwater pipes to reduce the risk of flooding on both streets. Our crew will be working between 7am and 5pm, Monday to Friday.

We’ve attached a map of the worksite and traffic management plan below. We will be based in Hull Place for the first few weeks of the project. This means Hull Place will be closed. We’ll then move into Coventry Street. During work hours, Coventry Street will be closed at the intersection with Botanical Road, but it will reopen each night.

Kelvin Grove Road rebuild

Design work is continuing for the section of Kelvin Grove Road, from Stoney Creek Road to Henaghans Road. Construction will be staged and is likely to start next summer.

The planned upgrades include:

  • widening the two-lane road to provide shoulders on both sides
  • filling some dips to create a flatter and safer road surface
  • stormwater and drainage improvements

Main Street bus terminal upgrade

Bus services are temporarily relocating from the Main Street Bus Terminal to Te Marae o Hine – The Square from Monday 5 January.

The relocation will remain in place for about four weeks as Fulton Hogan repairs the road under the terminal canopy or roof.

Main Street will remain open to vehicles in both directions.

Parking and footpaths on Main Street will not be affected, though there will be no parking available in The Square during construction to make room for the temporary bus platforms.

All nearby businesses will continue to operate.

Three temporary platform areas will be set up near the existing bus shelters in The Square.

Stoney Creek Road - Stage 1 construction

Council has approved the contract for construction on the first section of Stoney Creek Road, from Kelvin Grove Road to just before 186 Stoney Creek Road.

The planned upgrades include:

  • widening the two-lane road to provide shoulders on both sides
  • filling some dips to create a flatter and safer road surface
  • stormwater and drainage improvements

Stage 1 construction is expected to begin in January and will take about six months to complete. Stage 2 (from 186 Stoney Creek Road to Whakarongo School) is expected to start in spring.

Over the coming weeks, we’ll work with the successful contractor to confirm start dates and traffic management plans. We’ll update you here when those details are finalised.

Te Wanaka Road water upgrade

We’re installing a new water main on Te Wanaka Road, which is stage two of a five stage water construction programme to enable new development in the Kikiwhenua residential development area and will also support future development in the wider Kakatangiata growth area.

Completion is planned for June 2026. During construction, Te Wanaka Road will be closed to through traffic during working hours (7am to 5pm).

Key construction phases:

  • Stage one – already completed
Involved installing a new water main half-way up Te Wanaka Rd.
  • Stage two (from next week): Extension of the water main
Extending the new water main in Te Wanaka Road up to the intersection with SH56.
  • Stage three (early 2026): New water rider main
A new DN75 water rider main will be installed early next year to support future stages of the Kikiwhenua development. A rider main is a smaller pipe that the properties will connect directly to.
  • Stage four (2026): New wastewater main installation
A new wastewater pressure main will be installed next year, enabling development of future stages of Kikiwhenua and Kakatangiata.
  • Stage five (mid 2026): Intersection pipework
New pipework will be installed simultaneously at the intersection with SH56, as an extension of the new mains noted in the above stages.
  • Road rebuild (2026–2027)
The road will be fully reconstructed once the underground services have been completed.

Updates will be provided as each stage progresses.

Wyndham Street upgrade

The work involves improvements to the road, footpaths, and stormwater management along a 450m section of Wyndham Street between Oxford Street and Cambridge Avenue.

The upgrade includes:

  • Rebuilding, chipsealing, and widening the road to allow for a shoulder
  • Repairing the Oxford Street intersection
  • Installing new kerb and channel for stormwater
  • Constructing new footpaths and vehicle crossings
  • Adjusting berms where footpaths currently exist (these may be slightly smaller), and adding new berms on the southern side to border the new kerb, channel, and footpath

Work will start with the footpaths, followed by roadworks towards the end of the project. Construction will begin at the Oxford Street end, on the northern side of the road (even-numbered properties, where there’s currently no footpath).

Early next year, crews will move to the other side. This approach helps reduce dust and, more importantly, keeps one side of the road open. During this time, Wyndham Street will operate as a one-way road for residents.

We expect to complete the work in June 2026.
