IQP register

An independent qualified person (IQP) is given authority by a council or a territorial authority to carry out, supervise and certify inspections, maintenance and reporting procedures on specified systems for buildings.

The specified systems are the systems or features that make a building functional, safe and accessible for all, making it compliant with the building code.

They do this on a routine basis to make sure buildings are up to standard and free of any dangers and hazards.

Council has developed a registration process for people who wish to carry out work as an independent qualified person. We maintain the register on behalf of the Central IQP Registration Panel which currently consists of the following territorial authorities:

  • Palmerston North City Council
  • Manawatū District Council
  • New Plymouth District Council
  • South Taranaki District Council
  • Stratford District Council
  • Tararua District Council

Registered IQPs wanting to extend their registration to additional specified systems will also need to submit this form.

Information for people seeking registration as an IQP

The Central IQP Panel reviews IQP applications 4 times a year. The first review date in 2024 is Thursday 15 February.

Please ensure you submit your application and supporting evidence well before this meeting date.

Supporting evidence includes qualifications, referees, background experience and relevant Building Act knowledge for each specified system you're applying for. The experience and qualifications you need are listed in the document below.

Applications without adequate supporting evidence won't be submitted to the panel for review.

Responsibilities of owners and IQPs

The IQP is responsible for:

  • inspecting specified systems to make sure they meet the standard listed in the compliance schedule,
  • issuing a Form 12A and annual report for each specified system they are testing and maintaining
  • liaising with the building owner when they need to maintain or replace specified systems.

The building owner is responsible for:

  • engaging with IQPs to carry out specific work
  • gathering Form 12A’s Certificates of compliance and annual reports for each specified system from registered IQPs
  • ensuring all specified systems in their building are performing and operating up to Building Code standards
  • supply a Form 12 Building Warrant of Fitness with their Form 12A’s to their Council on the anniversary of their issued compliance schedule,
  • publicly display a copy of their Form 12 Building Warrant of Fitness and make it easy to view by all users of the building
  • contacting their Council/Territorial Authority for any foreseeable changes that would impact any specified system or their compliance schedule.

You need an independent qualified person to inspect your building’s specified systems and ensure necessary maintenance occurs.
