Candidate statement

I'm Orphee, and I'm 35.

I'm running for Mayor because I believe Palmerston North is at a turning point, and we need a change of leadership, direction, and approach.

Our city is facing mounting pressures, from rising rates and housing costs to climate challenges, population growth, ageing infrastructure and sweeping central government reforms. These issues demand leadership with a clear plan.

Grounded in my Christian faith, civic leadership, and a deep love for our city, I'm offering forward-thinking leadership that will deliver on Palmy's potential. As Mayor, I will: Deliver value-for-money; Support local businesses, housing and economic growth; Diversify Council's revenue streams, and introduce targeted user pays for non-essential services to reduce cost pressures on ratepayers; Sell underutilised Council assets and airport shares to pay off debt and reinvest in key infrastructure; Proactively lobby central government to get the best investment deals for Palmy.

Candidate statement

I represent the millions of nonhuman animals in our society who are marginalised exploited and forgotten. I stand for justice to animals, justice to the environment and justice to disadvantaged humans. These are connected. Societies who look after one of these mostly care for all three.

I am an environmental scientist working for an iwi. I have worked as a researcher in public health, a government policy adviser and a university teacher. I am well placed to understand the complexities of animal, environmental and social justice policy.

If elected I will ensure that the animal pound is no-kill. There will be subsidised desexing for companion animals and spay and release for strays. Puppy and kitten mills will be abolished. Humane alternatives will be found for pest control. Palmerston North will become a C40 city and will endorse the plant-based treaty for climate action.

I’m not a polished career politician.

I’m Māori and Pākehā - too much for some, not enough for others. But I know who I am, and I’m proud to call Palmerston North home.

I know what it’s like to clock in before sunrise, work hard all day, and come home to whānau who need you and bills that don’t wait.

I won’t pretend to have all the answers, but I’ll listen, I’ll learn, and I’ll fight alongside you to find the solution for us.

You won’t find me hiding behind a desk. I’ll be in the Square, at the game, on the street - where the people are.

Since becoming Mayor in 2015, I've led a progressive and inclusive Council. Together we've advanced major projects like the CET Arena redevelopment, Te Utanganui Central NZ distribution hub, the City Centre transformation and key infrastructure investments in transport, fresh water & waste water, housing and sustainability.

As our city grows, I'm focused on keeping Palmerston North vibrant, resilient and connected - delivering strong services, keeping rates fair and advocating for our city and people amid Government reforms.

My journey has been one of perseverance and determination. I was born in Afghanistan and spent my early years in a Refugee Camp in Indonesia, where I faced unimaginable hardships. With nothing but hope, I arrived in New Zealand ready to build a new life.

Starting in a new country presented its challenges, and I worked multiple jobs to support my son. I eventually established a restaurant in the CBD, and through that experience, I learned firsthand the struggles faced by small businesses. When businesses succeed, our city prospers

Now, I am stepping up to become a voice for the local business community. My goal is to ensure fairer policies, create better opportunities, and contribute to a thriving local economy. Additionally, I am committed to advocating for former refugees, especially women.

I'm running for PNCC because it's time for accountability when it comes to your rates. I'm standing independently to represent everyday residents feeling the pressure of rising costs across the board and that includes our ever-increasing rates.

My priority is simple: focus on paying the huge council debt down, keep rates hikes down and ensure your money is spent wisely. That means focusing on essential services not pointless extras. Council spending needs to reflect what our community actually needs, not what looks good on a glossy brochure.

I'll fight to keep spending transparent, challenge wasteful spending, and push for smarter financial planning. We can't keep expecting ratepayers to foot the bill for every new idea without clear value or real long term benefit. I have called Palmerston North home since arriving in New Zealand 25 years ago.

I strongly believe in social justice, gender and ethnic equality and have been involved in community service for the last 25 years. I am currently a serving Justice of the Peace of New Zealand.

I am a proud Massey graduate with a Doctoral degree in Natural Resources Management and have worked for Massey University’s International Office for more than 10years, currently run a small business and have worked with different international organizations and agencies like UNDP, World Bank, WFP and AusAid.

I served as a Labour Party endorsed elected city councillor from 2019 to 2022. Looking to the future, environmental issues such as wastewater and government reforms pose big risks for our city. It’s for these reasons, alongside my experience and skillbase, that I ask for your support in re-electing me this election.

I stand for a back to basics approach. Council must refocus on core services; fixing roads, maintaining infrastructure, keeping our city clean and safe and delivering value for money. Ratepayers deserve better. I am committed to cutting waste and ensuring your money is spent wisely to avoid large rates increases. Council has been distracted by nice-to-haves while essential services suffer. Anti-car ideology has led to parking issues and failures like the Featherston Street redevelopment. Palmerston North is a provincial city. We need practical roading and parking solutions that support local people and businesses. As a local businessman and financial adviser, I bring real-world experience, independence and a focus on accountability and results. I am the current Chair of the Economic Growth Committee and have championed CBD, BID program. This program assists retailers to maintain a vibrant city centre. I have supported Safari Group project to build a hotel on Old Post Office site, also supported the development of the Central freight hub and new ring road.

The world is going through tough times and we need people with balanced views to lead our city. I’m a Resource Management Act commissioner, volunteer at the Esplanade Scenic Railway, and help resettle refugees in the community.

I have a veterinary science background and I make evidence-based decisions. I have demonstrated my ability to work collaboratively to achieve the best outcomes for the people of Palmerston North.

The future will be challenging, with cost-of-living pressures, government reforms and changes to planning regulations. Married to Margaret, together we've raised five adult children. A university graduate and Australasian-trained Actuary, I bring deep expertise in governance, financial oversight, audit, and compliance. My senior management and consulting experience spans both government and private sectors, in New Zealand and internationally.

I offer a wide and varied skillset - an asset to our growing city's critical decision-making. My community service includes roles with the Make-A-Wish Foundation (volunteer and Board), a New Zealand insurance company Board, professional committees, Scouting, animal welfare, and fostering for the SPCA. I'm also a small business owner.

I'm motivated by fairer funding, affordable rates, and being a voice for the disadvantaged. As a businessman who gets things done, I believe council costs must be controlled through innovation and efficiency. Greetings, my name is Jack. I am a registered Acupuncturist and I sit on the advisory committee board for the NZ School of Acupuncture in Auckland. In the past, I provided free acupuncture treatments for two years to the Māori community spending my weekends at the Manurewa Marae in Auckland. I served as a committee member of the Hope Foundation for food bank.

I worked as an aircraft component inspector for 21-1/2 years with an American Aerospace company in Singapore. During that time, I became an employee council spokesperson representing all workers to navigate fair, reasonable working environment and staff welfare. Ability to problem solve and provide sound, workable solutions on a wide range of immediate issues.

My aim is to improve the quality of services and promote tourist image of Palmerston North. To justify council spending so that residence of Palmerston North do not have to pay excessive rates.

Serving you as a City Councillor over the past two terms has been a privilege.

I came to Palmerston North 19 years ago as a refugee from war-torn Congo. Palmerston North gave me a fresh start and nurtured me to thrive.

Building on the progress achieved, we need to make critical investments into housing, infrastructure, and protecting our environment. We also need to build on our status as an education, and regional economic hub; make more land available for homes; support local businesses; and improve our roading and water networks in ways that offer sustainable value to current and future generations of ratepayers.

Grounded in my Christian faith, civic leadership, and a deep love for our city, I offer a positive attitude, proven experience, practical insight into Council processes, and diversity of thought.

I’m a secondary Maths and English teacher, currently relief teaching at Freyberg High School while studying psychology at Massey University. I’ve taught at Te Kura Kaupapa Māori o Tupoho in Whanganui and Tai Wānanga Tū Toa in Aokautere, and I volunteer with Samaritans and the Red Cross refugee settlement programme.

I was born in Palmerston North and grew up in the Pohangina Valley. I went to Awatapu College and Massey University, and returned with my whānau in 2017 to complete my teacher training. We’ve been based here since.

In my experience working with youth and community organisations, I’ve seen how effective support and early intervention can make a difference. I want to help develop a youth liaison service to improve public safety, and work with men’s groups and local organisations to strengthen support for men’s mental health and wellbeing.

Serving as your City Councillor has been a privilege. I offer a common-sense and evidence-based approach to decision-making. I have promoted financial responsibility and transparency of council decisions.

Rates need to be affordable. Our current plan received an adverse opinion from Audit NZ and debt is increasing rapidly. We need to re-prioritise to ensure spending is appropriate and more sustainable for the future.

I have actively pursued budget reductions, more affordable options for our wastewater upgrade, keeping water services within local control, and promoted more sustainable models to deliver social housing I will continue to work constructively, listening to the community and keeping your best interests at the heart of my decision making.

I have lived in the city for 25 years. I have worked as a Broadcaster Radio 2ZA, Newstalk ZB and Classic Hits. I have been a musician in several Bands & currently for Medlab at the Palms Commentator Robertson Prestige International Speedway (PN). I am standing for council because I want the city to progress and focus on the big four, Roads, Water, Rubbish & Sewerage. Stick to the basics and live within our means. I know many who are concerned about rate rises. The Council should be run like a household - with fiscal prudence and wise investment. If elected my focus will be on needs not wishes and every dollar would be studied before spending takes place. Fiscal prudence & common sense - that often appears not to be too common. The council team should be diverse, inclusive, and professional in all areas. I stand for sensible spending, transparency, and simple financial reporting. No compromise on core services while maintaining control over non-essentials, and for rates to increase in line with the inflation rate. I will demand clear and accurate reporting and help in improving the system, delving deeply into financial matters to ensure accountability.

I am an accounting professional with training from a Big Four firm and memberships in top accounting bodies. I bring over 35 years of experience in financial and project reporting and budgeting, having led teams on large infrastructure and facility management.

With over two decades of experience in social work and having served more than 25 community groups, my work has focused on supporting diverse populations. These include groups dedicated to the disabled, environmental conservation, adult education, ex-prisoners, religious groups, beneficiaries, and refugees.

I have faithfully served the people of Palmerston North for over 40 years in voluntary, community and professional roles. Born in Palmerston North, I'm proud to have raised three children with my wife, Wendy. Starting my career as a tradesman and the past 17 years owning and operating The Coffee Club on the Square, a business that has become a hub for community connection.

Through the business, I've supported a wide range of local groups and charities, some of which include netball, cricket, football, golf, gymnastics, and Kids Can. I've also coached senior rugby and managed the Manawatū Turbos for seven seasons, including their 2014 Championship win.

I currently Co-Chair the Business Improvement District (BID) Committee, working alongside PNCC and CBD stakeholders to promote a vibrant, safe city. Managing the Safe City Hosts programme, supporting local retailers, landlords, and events.

I aim to bring strong, practical, and balanced decision-making to the Council table - focused on innovative solutions, responsible fiscal management, and maintaining deep connections with our community.

It has been an honour to serve our community as a councillor for the last three years.

I campaigned on going through council’s budget line by line and reducing 'nice to have' expenditure. I have done this by proposing or seconding over 35 recommendations for reduced spending and less borrowing, examples include reducing consultancy spend and avoiding purchasing new vehicle fleets. This has led to lower rate increases than forecast and reduced council’s intended borrowing.

I have also strongly opposed the Featherston Street cycleway, supported extending Gold Card parking until 3pm weekdays, helped reduce the new wastewater treatment plant budget, and more.

If re-elected I will continue to be a voice of common sense and sensible spending. My focus will be on increasing road and footpath maintenance budgets, supporting housing and economic growth, and closely scrutinising council spending.

Bringing back the referendum for Maori Wards only is for many including 1000s of non-Maori, bringing back colonisation. Where referendums are not required for the General Ward, not required for the Rural Ward and not required for Community Boards, this sentiment also a reality is brought to bear. Our PNCC has enjoyed and continues to enjoy a workable open and honest partnership with Mana Whenua, Rangitane since the early 1960s. Our PNCC is also acutely aware of their responsibilities to all Maori residing in our city and all constituents alike. My first term as a Maori Ward City Councillor is a privilege that will never wain. I am putting my hand up for a second term primarily to finish one job, and that is to entrench Maori participation alongside our General Ward colleagues in shaping a prosperous future for all Palmerston North folk and families.
