A land information memorandum or LIM gives you a detailed summary of what Council knows about a property. This comprehensive report includes information about the land, buildings, and any issues that might affect them.
A LIM only includes information already held on our records – we don’t carry out a site visit. If you need help understanding your LIM, it’s best to get advice from an independent expert – such as a builder, engineer, or lawyer.

What a LIM report includes
A LIM report provides all the information we hold on the property, including but not limited to the following.
Rates
- current rating valuation
- annual rates and any outstanding amounts
- water charges (for businesses with metered water connections).
Special land features
- natural hazards, including the potential for erosion, alluvion, landslides, avulsion, subsidence or inundation
- if the soil has been contaminated by hazardous substances.
Service connections
- the location of water, wastewater and stormwater pipes connected to Council's service network.
Planning and resource management
- land zone, as defined by the operative District Plan and any proposed changes to the plan
- approved resource consents
- long-term community plans and structure plans
- maps, including aerial photo, land information and District Plan.
Building consents, licences and requisitions
- building permits or consents issued for the property
- whether commercial and industrial buildings have a compliance schedule and, if so, when the building warrant of fitness expires
- food or alcohol licences.
A LIM also includes any Council-issued notice or order affecting the property.
What we don't include in a LIM
- Building plans
- Information on neighbouring properties
- Horizons Regional Council information
- Private covenants
- Information about electricity, gas and telephone connections
