Apply for a multiple dog permit

If your property is smaller than 2,000m2 and you want to keep 3 or more dogs, you'll need a multiple dog permit.

Some examples of when you might need a permit are if you're planning to breed dogs or regularly foster rescue dogs. Dogs under 3 months old are exempt. This means you don't need a permit if your family pet is having puppies that you'll be finding new homes for. 

There is no charge for a multiple dog permit.

The application process

Step 1: Consult your boundary neighbours

A condition of this permit is that you consult your boundary neighbours and provide us with their signed confirmation that you’ve spoken to them about your plans to keep 3 or more dogs. You’ll need to do this for each property that shares a boundary with yours.

Please download the boundary neighbour confirmation form and take it with you when you talk to your neighbours. You'll need to print a new copy of the form for every house you go to. Your neighbours need to fill it in and sign it to confirm you have consulted them, and if they have any feedback about your plans.

We may also contact your neighbours when we receive your application.

Step 2: Completing your application

Once you’ve completed the previous step, please date and sign the declaration at the end of the application form and email it to us together with scanned copies of the boundary neighbour confirmation forms: dog.info@pncc.govt.nz

Alternatively, drop them into our Customer Service Centre in The Square, or post them to us.

Step 3: Property inspection

The final step in the application process is a property inspection. Within 10 working days of receiving your completed application, an animal management officer will contact you to arrange a suitable time to inspect your property.

During the inspection you will need to provide us with proof that you possess a suitable lead and muzzle for each dog in case you have to evacuate them in an emergency.
