Kākātangiata urban growth area

The proposed Kākātangiata urban growth area is one of a number of options Council is advancing to meet forecasted housing demand, including the need for 13,000 additional houses over the next 30 years. We identified this area in 2009 as a possibility for future growth. On this page you can find out more about our preferred option for development and the planning process underway.

The 842ha growth area is located on the western side of the city, just beyond the Mangaone Stream. It's marked in red on the map.

Masterplan available to view

The project team has finalised its preferred development option from the shortlist based on the investigation work, including feedback from residents and key stakeholders.

Please note that the masterplan is not a final design. Rather, it should be viewed as a progress plan, or snapshot at this point in time, bearing in mind the myriad of variables in planning such a large area for a 30-year period.

Planning for growth

For a such a large area we are planning for its development in two stages. We are currently in the first stage. This is where our specialist team thoroughly investigates the suitability of the study area for residential development and other compatible uses. As part of this process we considered 5 development options in 2020 and early 2021. We then released a preferred option for development in June 2021 for feedback. This masterplan will continue to evolve as further specialist advice is received, along with feedback from key stakeholders and residents.

The second stage is the plan change process, where an application is made under the Resource Management Act 1991 to formally change the District Plan zoning of the land from mainly rural to mainly residential. This is where the masterplan and supporting information is publicly notified and submissions can be made. This process culminates in a public hearing, where a decision is made by an experienced panel of commissioners. This stage will occur towards the end of this year and through next year (2022-23).
